Hebron receives 45 inches of rain annually, above the national average, and experiences intermittent flooding due to flat topography and inadequate outfall. RAUCH secured $55,000 from Maryland DNR to develop a Stormwater Management Master Plan, completed in 2019. The plan is now used as a case study in DNR's 2023 Community Guide to Assessing Non-Tidal Flood Impacts. RAUCH also assisted the Town with an MDE grant application; MDE awarded $1.659M for implementation beginning summer 2024.
